As monsoon sets in, most of the works outdoor come to a halt or say, goes on ‘AT A SNAIL’S PACE.’ This idiom finds mention mostly to express how slow the works, especially that of the PWD, go on in and around the city due to incessant rains. But on the contrary, the actual SNAIL is more active and prefers to be out after rainstorms.
