Do these non-working traffic signals serve any purpose?

Several signal lights that have been installed to regulate the rising traffic in the city are not working. These signals have been erected and solar panels have been attached to them to provide energy. Many such signal lights in busy areas including the ones at Freedom Fighter Vedanta Hemmige Circle, MUDA Circle and New Kantharaj Urs Road have been non-functional. Surprisingly, some of them have just the solar panels without the signal lights. These non-functional signal lights have put extra pressure on the Traffic Police and Home Guards as they have to constantly man the traffic.
