According to an official press release here, conditions should be low-cost solution, provide faster solution, improve efficiency in cleaning/maintenance of UGD system, prevent entry into manhole/septic tank and should have an advance warning system which could inform the likelihood of a blockage as to carry out preventive maintenance.
